{"id":44970,"date":"2013-04-11T21:22:44","date_gmt":"2013-04-12T01:22:44","guid":{"rendered":"https:\/\/dev.inrs.ca\/?p=44970"},"modified":"2021-02-03T21:23:11","modified_gmt":"2021-02-04T02:23:11","slug":"income-gaps-have-widened-in-greater-montreal-report-finds-2","status":"publish","type":"post","link":"https:\/\/dev.inrs.ca\/en\/news\/income-gaps-have-widened-in-greater-montreal-report-finds-2\/","title":{"rendered":"Income gaps have widened in Greater Montr\u00e9al, report finds"},"content":{"rendered":"\n<p style=\"font-size:clamp(14px, 0.875rem + ((1vw - 3.2px) * 0.482), 18px);px\"><strong>Income disparities between <a href=\"http:\/\/ville.montreal.qc.ca\/portal\/page?_pageid=5977,86481579&amp;_dad=portal&amp;_schema=PORTAL\" target=\"_blank\" rel=\"noreferrer noopener\">Montr\u00e9al<\/a>-area neighbourhoods have increased in the past three decades, though not as dramatically as in Toronto and Vancouver, a new report shows.<\/strong><\/p>\n\n\n\n<p>While most <a href=\"http:\/\/maps.google.ca\/maps?hl=fr&amp;q=Greater+Montr%C3%A9al&amp;ion=1&amp;bav=on.2,or.r_qf.&amp;bvm=bv.44990110,d.b2I&amp;biw=1920&amp;bih=955&amp;um=1&amp;ie=UTF-8&amp;sa=X&amp;ei=xtJlUb6QLu-CyAGFyICQCw&amp;ved=0CAgQ_AUoAg\" target=\"_blank\" rel=\"noreferrer noopener\">Greater <\/a><a href=\"http:\/\/ville.montreal.qc.ca\/portal\/page?_pageid=5977,86481579&amp;_dad=portal&amp;_schema=PORTAL\" target=\"_blank\" rel=\"noreferrer noopener\">Montr\u00e9al<\/a> neighbourhoods remain middle-income, their share slipped from 64% to 55% between 1970 and 2005, the report finds. On the Island of <a href=\"http:\/\/ville.montreal.qc.ca\/portal\/page?_pageid=5977,86481579&amp;_dad=portal&amp;_schema=PORTAL\" target=\"_blank\" rel=\"noreferrer noopener\">Montr\u00e9al<\/a>, the share of low-income neighbourhoods grew from 22% to 37%. In the off-island suburbs, poor neighbourhoods jumped from 3% to 19% of the total and the share of affluent neighbourhoods rose slightly (15% to 18%).<\/p>\n\n\n\n<p>Researchers <a href=\"https:\/\/dev.inrs.ca\/en\/research\/professors\/damaris-rose\/\">Damaris Rose<\/a> and Amy Twigge-Molecey of INRS University tracked how well neighbourhoods were doing in terms of their residents\u2019 average incomes compared to those of Greater <a href=\"http:\/\/ville.montreal.qc.ca\/portal\/page?_pageid=5977,86481579&amp;_dad=portal&amp;_schema=PORTAL\" target=\"_blank\" rel=\"noreferrer noopener\">Montr\u00e9al<\/a> as a whole.<\/p>\n\n\n\n<p>The period they studied saw dramatic changes affecting urban growth and the social status of many neighbourhoods. When Canada\u2019s financial centre shifted to Toronto, it took with it many of Montr\u00e9al\u2019s most affluent residents. Traditional manufacturing industries collapsed, but Montr\u00e9al reinvented itself as a knowledge- and culture-based economy, which has fuelled gentrification of the inner city. With the rise of the francophone middle class, the outer suburbs mushroomed. With big changes to immigration policy, middle-class areas became more diverse, but the poverty map of Montr\u00e9al also looks different today as low-income newcomers cluster in post-war apartment districts.<\/p>\n\n\n\n<p>Commenting on the findings, Rose says that it\u2019s time to retire the classic \u201cdoughnut hole\u201d metaphor used to describe the patterning of wealth and poverty in <a href=\"http:\/\/maps.google.ca\/maps?hl=fr&amp;q=Greater+Montr%C3%A9al&amp;ion=1&amp;bav=on.2,or.r_qf.&amp;bvm=bv.44990110,d.b2I&amp;biw=1920&amp;bih=955&amp;um=1&amp;ie=UTF-8&amp;sa=X&amp;ei=xtJlUb6QLu-CyAGFyICQCw&amp;ved=0CAgQ_AUoAg\" target=\"_blank\" rel=\"noreferrer noopener\">Greater <\/a><a href=\"http:\/\/ville.montreal.qc.ca\/portal\/page?_pageid=5977,86481579&amp;_dad=portal&amp;_schema=PORTAL\" target=\"_blank\" rel=\"noreferrer noopener\">Montr\u00e9al<\/a>. Gentrification has broken up old poverty concentrations and created some new pockets of affluence in the centre. Surrounding the urban core is a ring of post-war suburbs where poverty has become entrenched, with consolidation of a large cluster of lower-income neighbourhoods in north-east and south-west Montr\u00e9al. Poverty has also grown in <a href=\"http:\/\/www.longueuil.ca\/vw\/asp\/siteweb\/Accueil.asp\" target=\"_blank\" rel=\"noreferrer noopener\">Longueuil <\/a>and parts of Laval. Meanwhile, zones of affluence are expanding in in parts of <a href=\"http:\/\/www.ville.laval.qc.ca\/wlav3\/index.php?pid=1\">Laval<\/a> and the North Shore and in the eastern part of the South Shore, while contracting on the West Island.<\/p>\n\n\n\n<p>The report is the most recent publication of the <a href=\"http:\/\/neighbourhoodchange.ca\/\" target=\"_blank\" rel=\"noreferrer noopener\">Neighbourhood Change Research Partnership<\/a> (NCRP), a 7-year study funded by <a href=\"http:\/\/www.sshrc-crsh.gc.ca\/home-accueil-eng.aspx\" target=\"_blank\" rel=\"noreferrer noopener\">Social Sciences and Humanities Research Council of Canada<\/a> (SSHRC). It is based at <a href=\"http:\/\/www.utoronto.ca\/\" target=\"_blank\" rel=\"noreferrer noopener\" class=\"broken_link\">University of Toronto<\/a> and also includes Vancouver, Calgary, Winnipeg, Toronto, and Halifax. Previous NCRP reports show that Toronto and Vancouver have fared much worse than <a href=\"http:\/\/ville.montreal.qc.ca\/portal\/page?_pageid=5977,86481579&amp;_dad=portal&amp;_schema=PORTAL\" target=\"_blank\" rel=\"noreferrer noopener\">Montr\u00e9al<\/a> since 1970 in terms of increasing income contrasts between neighbourhoods and shrinkage of middle-income neighbourhoods.<\/p>\n\n\n\n<p>\u201cUnlike these more polarized cities,\u201d says <a href=\"http:\/\/www.dev.inrs.ca\/english\/damaris-rose\">Rose<\/a>, \u201cneighbourhoods that are relatively stable, where a majority of residents have middle incomes, are still found all over Greater Montr\u00e9al.\u201d Rose attributes Montr\u00e9al\u2019s relative success to an array of factors, including affordable housing, strong community services and good public transportation in most poor neighbourhoods on the Island\u2014not to mention that Canada\u2019s top 1% are largely absent from Montr\u00e9al!<\/p>\n\n\n\n<p>She warns, however, that Montr\u00e9al can\u2019t afford to become complacent. \u201cThe expansion of contiguous zones of poverty and affluence raises spatial-equity challenges with implications for housing and transportation policy,\u201dshe says, adding that it\u2019s crucial for the region\u2019s new \u201ctransit-oriented development\u201d (TOD) to ensure that affordable rental housing is built in the new high-density transit hubs planned for the outer suburbs.<\/p>\n\n\n\n<p>The NCRP team will soon be updating their findings to 2010, for Montr\u00e9al and the other five cities.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Income disparities between Montr\u00e9al-area neighbourhoods have increased in the past three decades, though not as dramatically as in Toronto and Vancouver, a new report shows.
